Raúl Mijango at a debate about the gang truce in March 2013. In March 2012, a truce between El Salvador’s two major gangs was initiated. While it helped reducing the high number of killings, the process is considered to lack transparency. The government’s role in it has never been clarified. Mijango was one of the main interlocutors, he also is an ex-FMLN combattant and served as security adviser for the Defense Ministry. The pictured event was meant to be a much needed public discussion about the truce, however, it turned out to be a presentation by public officials in one of San Salvador’s wealthiest neihbourhoods with very limited space for questions.
